THE CALIFORNIA TRANSPORTATION COMMISSION

** Edward B. Sylvester, 59, of Nevada City, is the president of Sylvester Engineering, Inc., a land planning and civil engineering where he has worked since 1965.

A Republican, Sylvester has served as a board member of the Nevada County
Transportation Commission for 20 years. He is chairman of the board of the Nevada
County Business Association and a board member of the Nevada County Radio
Broadcasters. Sylvester also serves on the executive committee of the Westamerica
Bancorporation and is a member of the board of directors for the High County Tek.

Sylvester earned a bachelor's degree in civil engineering from California State
University, Sacramento in 1960. He is a licensed professional engineer.

The California Transportation Commission assists and advises the Secretary of
the Business, Transportation and Housing Agency and the Legislature in formulating and evaluating state policies and plans for transportation programs in the state.

Members do not receive a salary. These appointments are subject to Senate
confirmation.
