DUTY STATEMENT

ASSISTANT EXECUTIVE DIRECTOR

 

Under the administrative direction of the Executive Director, serves as the Deputy Director for Program Implementation and is the principal policy advisor and expert for all matters pertaining to implementation and readiness of the State Transportation Improvement Plan (STIP), including STIP projects and candidate projects. The duties and responsibilities cover a wide and extensive range of activities. The major areas are as follows:

Advises the Commission on all matters pertaining to implementation of the State Transportation Improvement Plan and formulates policies that will effectively use the state’s resources including:

  • initiating and developing new or revised policies relating to project implementation for the Commission’s programming and allocation responsibilities, formulating the necessary policy statements, and presenting the proposed policies to the Commission for adoption.

  • administration of policies for the STIP and STIP projects and monitoring their implementation and effectiveness

  • identification and resolution of sensitive issues including identification of barriers to timely and effective project implementation and recommending means of removing or overcoming the barriers

Monitors and interprets the status of project implementation for STIP projects from Caltrans and local agencies, all regions and programs, working in cooperation with staff from Caltrans and local agencies to develop reporting procedures and methods.

Identifies means of assuring that all available funds are fully programmed, allocated, and expended so as to maximize the benefit returned for the State’s investment in its transportation programs

Develops and maintains a database of the Commission’s project allocations for these purposes.

Advises the Commission on transportation program implementation issues presented by Caltrans and/or local agencies.

Coordinates and responds to information requests from the Governor’s Office, the State Legislature, federal, state, and local transportation agencies, the news media, and the general public resolving issues to the mutual benefit of all parties involved.
