CALIFORNIA TRANSPORTATION COMMISSION
ASSOCIATE TRANSPORTATION PLANNER
Under the general direction and supervision of the Clean Air and Transportation Improvement Act (Proposition 116) Programs Manager, the Associate Transportation Planner (ATP) assists with the implementation of Proposition 116's five grant programs, totaling $1.99 billion dollars over 20 years. The Proposition 116 programs consist of the rail, bicycle, waterborne ferry, nonurban counties, and California Rail Technology Museum programs.
Typical duties and responsibilities include:
Application/Allocation Request Submittals - 50%
- Works directly with Proposition 116 program applicants, in consultation with the Commission's consultant and the Department, to ensure that submittals are in compliance with the Commission's policies and guidelines governing these programs, and that the application/allocation review process is completed in a timely manner.
- Prepares analyses and makes recommendations to the Commission regarding multi-million dollar Proposition 116 application and allocation requests.
- Responsible for coordination of Proposition 116 grant administration activities (e.g., funding allocation approvals, execution of fund transfer agreements, Commission resolution compliance, etc.), among the grant recipient, Department, and the Commission.
Program Implementation - 30%
- Formulates Proposition 116 program policy guidelines and implementation procedures.
- Conducts surveys, researches and prepares various written reports on specific Commission policies and makes recommendations on a broad range of subjects including, Proposition 116 project planning, financial matters, administrative and programmatic issues.
- Represents Commission management and makes presentations at meetings with local and regional agency representatives, the Department, and other interested parties, to resolve a wide variety of issues related to the Proposition 116 programs.
- Responds to telephone and written inquiries from applicants and Department staff and prepares written responses on Proposition 116 program related questions from legislators, local governmental agencies, and interested parties.
Program Monitoring - 20%
- Responsible for spread sheet and data base management applications for development of complex tables and charts that monitor the status of project applications, allocation requests, bond fund proceeds availability and expenditures to date for all Proposition 116 programs.
- Responsible for ongoing maintenance of the Commission's program and financial policy guidelines and procedures that govern the Proposition 116 programs, and makes recommendations to the Commission regarding guideline and procedure revisions.
