DUTY STATEMENT
EXECUTIVE SECRETARY I
The Executive Secretary I provides secretarial and administrative support to the Chief Deputy Director, C.E.A. III. The incumbent must have a thorough knowledge of Commission policies, procedures, and priorities in order to plan accordingly and to respond to inquiries from the public and private sectors. The incumbent must anticipate changing priorities and adapt work plans in order to manage the multi-faceted aspects of the position. Exercising good judgment and initiative, the incumbent takes independent action to resolve issues as they arise. The main duties with the corresponding percentage of time spent on each activity are listed below:
50% Secretarial Support
Provides general secretarial support for the Chief Deputy Director which includes, but is not limited to, preparing correspondence and reports from rough draft, dictation, or verbal direction.
Screens and prioritizes the incoming correspondence for the Executive Director and, when appropriate, refers it to other staff members for reply and then follows-up on the response to assure a timely response; arranges correspondence for the director's personal reply in order of priority, attaches back-up material from files, researches and collects memos of previous actions and other materials needed for reply; reviews outgoing correspondence for the Chief Deputy Director's signature for accuracy, format, and consistency with Commission policies and procedures, signs outgoing correspondence for the Chief Deputy Director as delegated.
Provides assistance as requested such as compiling packets of information on transportation subjects, obtaining reports and publications, and preparing summarizing information as needed.
Answers and screens incoming telephone calls to the Chief Deputy Director, identifying the nature of the call to determine if it should be referred to other staff members; providing information on established policies, procedures, and programs; arranging and coordinating conference calls. (Telephone contacts include the Governor's Office, the California State Legislature; U. S. Congressional Representatives; the Secretary of the Business, Transportation, and Housing Agency; and C.E.O.s in various federal, state, and local transportation agencies.
Makes travel arrangements including accommodations and airline reservations and prepares travel expense claims for the Chief Deputy Director; also prepares travel expense claims for the Commissioners.
Maintains the Chief Deputy Director's appointment calendar and arranges meetings and conferences. Keeps all materials and files for such meetings organized for the Chief Deputy Director.
40% Administrative Support
Independently prepares correspondence and brief reports in response to requests for information as necessary in order to relieve the Executive Director of routine tasks.
Assembles and reviews all monthly billings and invoices and ensures that they are submitted to General Services within prescribed timeframes to avoid service disconnections and loss of credit privileges.
Plans, directs, and supervises all clerical functions associated with the Annual Report to the Legislature; makes arrangements for graphic art work, printing, binding, and distrbution; maintains cost and distribution records for this publication.
10% Commission Meeting Assistant
Under direction, prepares the Consent Calendar for presentation and action at Commission meeting.
Prepares and submits the Commissioners Meeting Allowance for approval of the full Commission; processes Commissioner compensation, and maintains compensation records.
Attends Commission meetings (which are held at various locations throughout the State) as needed; coordinates arrangements for appearances before the Commission when requested by private citizens during the Commission meeting; and responds to ad hoc requests from the Commissioners and Executive Director as they occur during the meeting.
