California Freight Investment Program (CFIP)

The Fixing America’s Surface Transportation (FAST) Act was signed into law on December 4, 2015 and established a new formula freight fund under the National Highway Freight Program for a five-year period. The National Highway Freight Program provides approximately $582 million of apportionments to California over the five-year period of the FAST Act. In addition to the National Highway Freight Program funding, Assembly Bill 133 (Weber, 2016) provided an $11 million Traffic Congestion Relief Fund loan repayment to be used for trade corridor improvements. The Department of Finance has concurred with th Commission’s intent to administer the loan repayment funds through this effort.

On June 27, 2016 the Governor signed Senate Bill 826 (Leno, 2016), which directs the California Transportation Commission (Commission) to allocate federal National Highway Freight Program formula funds to corridor-based projects selected by local agencies and the state.

Guidelines

Since Commission is responsible for programming, allocating, and administering these state and federal funds, staff conducted a series of public workshops to solicit input on key issues. Based on this input and the criteria set forth in the FAST Act, staff developed guidelines for the California Freight Investment Program.

The adoption of the California Freight Investment Guidelines has been postponed with the passage of Senate Bill (SB) 1, (Beall, 2017) which created the Trade Corridor Enhancement Program. Additional legislation has been approved with the passage of Senate Bill 103 which provides more specific direction on the implementation on the Trade Corridor Enhancement Program funds and combines the federal National Highway Freight Program funds into this new program.
